Respect Between Groups
Recognition and inclusion of diversity, based on the understanding that each group contributes unique value. Building mutual trust enables living side by side and striving for solutions and agreements through dialogue, listening, and compromise.
Responsibility to the Democratic Covenant
The shared agreements that enable long-term coexistence, accepting the rights and responsibilities inherent in a democratic system. This responsibility includes recognizing the rule of law and the mechanisms of checks and balances; complying with decisions of the elected government; engaging in civic and political activity through legal means; and demanding accountability from elected officials.
The fundamental moral value of liberal democracy is that all human beings are entitled to equal basic rights and freedoms. These “walls of the home” ensure that every individual and group belongs and feels safe, and that the rights of all people — especially minorities — are protected from the tyranny of the majority.

Four Preconditions
For a Stable Israeli Democratic Home
Democratic life is not a given; it depends on individuals who feel a sense of belonging and act responsibly for the shared democratic home.
Identity and Ethos
A sense of collective, national, and civic belonging that connects past, present, and future. It generates identity-based, moral, emotional, and value-driven commitment to democratic principles and to the shared story of Israeli society within a Jewish-democratic state.
Equality, Liberty, and
Human Rights
