What Is the Purpose of Civic Education for Democracy
Who We Are
A coalition of philanthropic foundations, professional organizations, and diverse educators from the field, who joined together in a process of research, learning, and collaborative creation – professionally guided by the ERI Institute for Research and Strategy — to develop a knowledge map and tools based on international scholarship and Israeli experience.

Vision
Civic education in Israel is the key to shared life within a liberal-democratic home, grounded in the values of the Declaration of Independence.

Civic Responsibility

Identity and Belonging

Tolerance and Social Solidarity

Equality and Liberty
Like any home, a democratic culture requires strong foundations and ongoing cultivation to ensure belonging, identity, and respectful relations between individuals and communities. Our vision is to equip educators and students with the tools, values, and skills to live democracy not only as a system of institutions and laws, but as a daily culture of equality, liberty, mutual respect, and civic responsibility.

The Situation in Israel
Why Now?
Liberal democracy is in a global crisis, and in Israel, deep fractures are evident: social and political polarization, racism and hate speech, declining trust in institutions, socioeconomic gaps, populism, and misinformation. Israel has dropped to the status of an “electoral democracy,” signaling weakened checks and balances and erosion of rights — highlighting the urgent need for civic-value education to strengthen resilience and build shared belonging.

The Process
In a collaborative process with field experts, we identified the central conditions for a stable democratic home, the fractures threatening it, and the civic-value tools needed to strengthen it.
The Outcome
The integration of these components led to the creation of a knowledge map and educational practices — a practical tool for educators to develop democratic identity, deepen civic commitment, and practice shared life grounded in respect, equality, and responsibility.
The Research
Throughout the research process, we drew on meta-analyses in political science and education, case studies, policy papers, and empirical educational literature from Israel and around the world.
